TL;DR - Operation Economic Outcast made Iran's digital asset sector itself sanctionable under E.O. 13902, so a wallet can carry secondary sanctions exposure without ever touching a named SDN address.
Operation Economic Outcast doesn't add one more wallet to the OFAC list. It makes an entire sector sanctionable at once. Treasury launched the campaign on August 24, 2026, under the nickname "Economic D-Day," and the part compliance teams are still catching up on isn't the nearly 60 names in that first batch. It's a single determination under Executive Order 13902 naming aviation, digital assets, gold, shipping and technology as sectors of Iran's economy that OFAC can now reach wherever the people in them are located.
What is Operation Economic Outcast?
It's Treasury's umbrella name for a whole-of-government push against Iran and the networks that move money for it. The August 24 action designated close to 60 entities, individuals and vessels spanning nuclear procurement, missile parts, cyber operations and oil revenue. OFAC has kept adding to it since. On September 17, 2026, it designated BitBank, a digital asset exchange tied to Babak Zanjani, along with its developer Pishtaz Simorgh Electronic Trade Company and three of Zanjani's associates.
What does it mean for digital assets to become a "sanctionable sector"?
Under section 1(a)(i) of E.O. 13902 and 31 C.F.R. part 560.802, Treasury didn't just list more wallets. It declared digital assets a sector of Iran's economy that any foreign person can be sanctioned for operating in, full stop, regardless of citizenship or location. Before this, a crypto business had to actually transact with a named entity to get caught. Now operating inside the designated sector is enough on its own.
How is this different from a normal OFAC wallet designation?
A standard SDN listing names a specific address. You screen against it, get a direct hit or you don't. Sector designation works the other way. It doesn't name your wallet. It names the environment your wallet operated in, and leaves OFAC room to add the specific names later. That's a wider net with a longer fuse. The DOJ's August 18 indictment of Mabna Institute members came with 30 crypto addresses across Bitcoin, Ethereum and Tron, named only after the sector itself was already in scope.
Who actually carries secondary sanctions risk here?
Mostly not US persons, already barred from Iran dealings. The exposure lands on foreign institutions and exchanges outside the US that knowingly process significant transactions tied to the newly designated sectors. Nobitex, Iran's largest exchange, was designated June 2, 2026, as part of the related A7 network action. Any non-US platform that routed volume through Nobitex, or through BitBank after September 17, now has a secondary sanctions question to answer.
What should you do if a wallet has touched Iran-linked crypto?
Pull the full exposure history, not just a name-match against today's SDN file. A one-hop link to a designated exchange is a different risk tier than a ten-hop link buried in old liquidity routing. Treating them the same is how real exposure gets missed. Checking OFAC's list by hand only catches a direct hit, and a sector designation puts the real risk one or more hops upstream of any single flagged address. Screen the wallet's full exposure path with Plastron for Iran-linked, mixer and sanctions exposure across chains in one pass, free, no login for the direct-hit band. Plastron's own corpus carries 780 OFAC SDN entries and 3,902 other labeled addresses, kept current against Treasury's feed.
Does Operation Economic Outcast sanction all of crypto?
No. It names digital assets as a sector of Iran's economy that OFAC can reach, not the industry worldwide. A platform with zero Iran-linked flow isn't touched by the sector determination itself.
Can I be sanctioned just for holding a wallet that once touched an Iranian exchange?
Holding alone isn't the trigger. The exposure Treasury describes is for knowingly conducting significant transactions tied to the designated sector, which is a bar most individual holders don't clear. Businesses and platforms processing volume are the real target.
Is BitBank the same thing as Operation Economic Outcast?
No. BitBank is one designation made under the operation's authority, announced September 17, 2026. Operation Economic Outcast is the broader campaign and the E.O. 13902 sector determination that made actions like the BitBank one possible in the first place.
How many Iran-linked crypto addresses has OFAC named so far?
The count keeps growing with each action. The August 18 DOJ indictment alone named 30 addresses across Bitcoin, Ethereum and Tron tied to five Mabna Institute members, on top of the wallets named in the April and July 2026 Iran-related designations.
